Rennes' two universities oppose the "immigration" reform

The University of Rennes and Rennes 2 University are keen to mark their opposition to the "immigration" bill adopted by Parliament on Tuesday, December 19, 2023. Several measures contained in the text give rise to their very serious concerns.

If implemented, this law would have serious consequences for international students wishing to pursue their studies at Rennes' two universities. The generalized increase in differentiated fees, the introduction of a "return" deposit and of thorough and serious monitoring of studies, as well as the undermining of housing subsidies, are all obstacles to the acceptance and education of international students.

Widespread application of higher tuition fees for non-EU students, with no possibility of exemption, would have a particularly deleterious effect on the number, geographical origin and social situation of students able to study in France.

These measures are bound to exacerbate the financial insecurity of international students. We deplore the fact that the law attacks the values on which the French university is founded: those of universalism, openness and welcome, and the free and fruitful circulation of knowledge.

French higher education and research are in danger of losing their influence, and with it the French-speaking world and France's image. The provisions of the law run counter to our tradition of humanism.

French universities are, and must remain, the spearhead of our country's scientific and cultural diplomacy, a place for sharing, discovery and knowledge, a place of openness to others and to the world.
